Chapter 5A franchisable model for AskingCities

6 min read

Throughout the previous chapters we have seen how AskingCities transforms the civic life of a city by converting latent resources into valuable connections. Now we are faced with a decisive question: how to take this way of making a city to other territories without losing its essence? The answer is to build a franchisable model, that is, an architecture that combines common core and local flexibility, that is teachable, operable and assessable in different contexts, and that, in addition, preserves the identity of the movement.

The word "franchise" should not mislead. It is not a matter of over-standardizing or imposing a brand; it is about protecting what makes AskingCities unique while enabling creative adaptation in each city. A good franchise model orchestrates instead of standardizing. And that's exactly what AskingCities needs to go from inspiring local experience to coherent global movement.

Every movement that grows sooner or later faces a structural tension that we can enunciate as "how to maintain a recognizable identity without stifling the adaptation necessary to thrive in diverse contexts?". If the model becomes too rigid, it does not fit in cities with different cultures, institutions and rhythms; but if, on the other hand, it becomes excessively flexible, it runs the risk of dissolving into a set of initiatives that resemble AskingCities, although they are no longer so in their essence.

The idea of the franchisable model resolves this tension with a simple but powerful principle. It is a question of having a hard core that remains stable – MAX, OSA, the principles of simplicity, bottom-up action, the central role of AskAuthors and the ethics of asking and giving – and, at the same time, with a flexible periphery that allows modulating the local narrative, adjusting the starting sequences, deciding the intensity of the actions, activate territory-specific options, forge their own alliances and use tools adapted to the ecosystem. This "core + flex" structure allows AskingCities to grow without fragmenting: all AskingCities share a common essence, a recognizable DNA, but none need to become a flat copy of another. Each city interprets architecture according to its possibilities and its culture, without altering what sustains the model. Precisely therein lies the strength of the ecosystem.

An operational manual (this guide) is needed that can translate the essence of AskingCities into concrete practices—how to identify Askers and Givers, how an AskAuthor operates, how strategies are prioritized, how actions are triggered and followed, how quick wins are documented, and what checklists allow you to avoid bureaucracy. It is not a rigid recipe, but a living playbook made of principles, steps, templates and examples that make it possible to reproduce the model without over-engineering it.

Thirdly, a space for adaptation is essential, a flexible repertoire of options that allow each city to adjust AskingCities to its reality without altering the core. The options expand the model without blurring it, allow customization without losing coherence and make AskingCities breathe the cultural air of each city.

Finally, any franchise that aspires to endure needs an evaluation and learning system that focuses on measuring the quality of connections, the strength of stories, the level of maturity of the ecosystem, and the ultimate impact on the city itself. The evaluation in AskingCities helps to decide what to strengthen, what to simplify, what to abandon and what sequence is convenient at each moment of the deployment. It works as a fine-tuning mechanism that prevents drift, reduces unnecessary complexity, and fuels shared learning across cities.

5.1"Minimum Viable AskingCities" (MVAC): Getting Started Without Complexity#

The franchise is not implemented all at once, but is activated. MVAC defines the minimum set of elements necessary for a city to start meaningfully and without over-regulating. This starting point requires, in addition to MAX:

These elements are enough for AskingCities to exist in a city and stop being an idea to become a practice. From there, the deployment grows by iteration: new actors are incorporated, more strategies are activated, more actions are executed, options adapted to the territory are experimented with and increasingly powerful stories are generated. The model grows by maturation: each cycle adds depth, refines processes, and expands the AskingCities identity organically.

A franchise needs great clarity of roles to avoid unnecessary confusion, dependencies, and overlaps. In AskingCities, that clarity begins with the core team, which guards the conceptual license of the model, sustains operational simplicity, ensures narrative coherence and takes care of the AskAuthors network. They are the ones who keep the movement aligned and ensure that the daily practice does not stray from the essence, even when the city is filled with new actors, projects and opportunities. AskAuthors, on the other hand, are the operating engine: they cure needs, translate languages between very different sectors, facilitate improbable connections and document learnings that then feed the narrative and the evolution of the system.

5.2Risks of a franchise and how to mitigate them#

Betting on a franchisable model is not without risks, and recognizing them is crucial to protect the essence of AskingCities as it expands. Early bureaucratization is perhaps the most common: when a franchise begins to translate into heavy manuals, committees, excessive validations or processes that grow without justification, the model loses lightness and moves away from its original spirit. Here, mitigation involves always returning to MVAC, practising radical simplicity, prioritizing quick wins, and conducting periodic friction reviews that allow the pruning of unnecessary complexity before it is institutionalized.

On the other hand, there is the risk of technological over-design. Confusing tool with system, believing that the platform is the project or introducing digital solutions that add friction instead of reducing it, are clear examples of this. Digital must always be a support, never a substitute for the human bond that makes AskingCities possible.

5.3From Case to Network: The Value of Global Coherence#

A social franchise works because it protects what is essential, allows responsible innovation where it makes sense, generates a constant flow of learning between cities and makes cross-mentoring possible, in which a more mature AskingCity accompanies another that is starting its journey. In addition, it creates a common language that makes the network smarter over time, because each city brings nuances, stories and learnings that others can incorporate without losing coherence.

In this approach, the social franchise maintains a stable core and, at the same time, opens space for each territory to interpret the practice from its own cultural identity. The result is a model that not only transfers, but evolves as it transfers, enriching itself with each city that adopts it and strengthening the entire network in a continuous cycle of shared improvement.

A well-designed AskingCities franchise allows each city to learn from the others. Coherence is not a whim: it is the value multiplier. When Valencia tells a story that Bologna understands and can replicate; when Dresden structures its MVAC and Lisbon adapts it to its calendar; when an AskAuthors team shares templates that another team can use, the network stops being a sum and starts being a system.
